AB 1899: Office of Youth Homelessness
Establishes an Office of Youth Homelessness Prevention within the Agency on Housing and Homelessness to lead a coordinated statewide effort to reduce youth and young adult homelessness to Functional Zero, meaning the number experiencing homelessness does not exceed the state’s capacity to provide permanent housing.

AB 1980: Empowering Women in Construction
Institutionalizes the Equal Representation in Construction Apprenticeships (ERiCA) Grant Program within the Department of Industrial Relations (DIR) as a State program, and authorizes competitive grants to eligible entities.

AB 2050: HOA Rainy Day Fund
Requires adequate reserve funding to ensure long-term stability of homeowner associations. Associations shall create and fund reserves at levels recommended by a qualified reserve professional, while allowing reasonable phase-in periods to help housing communities adjust.

AB 2272: Prompt Pay Subcontractors
Strengthens California’s Prompt Payment Act by authorizing subcontractors or suppliers performing work under a state contract to request payment status information from the rewarding state agency and would require a prime contractor to provide confirmation to the awarding agency.

AB 2422: Protecting College Students from Financial Aid Delays
Protects California’s postsecondary students from being penalized for administrative delays in financial aid disbursements that are beyond their control. Also requires the California State University (CSU), California Community Colleges (CCC), and state-funded private institutions to automatically extend tuition and enrollment deadlines for students with pending aid.
